National and Local Joint Engineering Research Center for Measurement and Control and Safe Operation Technology of Intelligent Distribution Network was licensed by the National Development and Reform Commission. Relying on Changchun Institute of Technology, it focuses on the research and development of intelligent distribution network measurement and control technology, intelligent micro-network technology, power quality monitoring and governance technology, power operation risk control, intelligent monitoring technology and other fields, with the aim of creating a trials, pilot, industrial application three-in-one technical innovation, research, and product development platform of intelligent distribution network measurement and control and safe operation technology, to establish a production-learning-research-application cooperation base between the institute and enterprises.
There are 78 researchers, including 1 distinguished professor, 14 professors, 33 associate professors and 30 lecturers; also among them, there are 25 researchers with doctoral degrees, 11 master’s tutors, 1 special allowance recipient of the State Council, 1 provincial senior expert, 5 provincial top-notch innovative talents, 1 middle-aged and young professional and technical personnel with outstanding contributions in the province, 2 New Century talents in Jilin Province, and 1 municipal labor model.
Research directions of the center: Research on data monitoring and automation technology of the intelligent distribution network, research on efficient utilization of power electronics and energy, research on the Internet control technology of wind power generation and energy, research on big data analysis and intelligent measurement and control of the intelligent distribution network, research on the intelligent operation and maintenance auxiliary decision-making technology of power transmission and transformation equipment, and research on the safe operation technology of the active distribution network; cooperation units of the center: State Grid Jilin electric power company, State Grid Liaoning Electric Power Co., Ltd., South Grid Guangdong Co., Ltd., Huadian Jilin Da’an Wind Power Generation Co., Ltd., Jilin Fubang Energy Technology Service Co., Ltd., and New Energy Branch of Huaneng Jilin Power Generation Co., Ltd; the licensing units of the center: National Development and Reform Commission, Jilin Provincial Department of Industry and Information Technology, Jilin Provincial Department of Education, Changchun Institute of Technology; social services of the center: intelligent distribution network, intelligent micro-network, academic exchange, instrument development, popular science activities and consulting services.
The research center attaches great importance to international exchanges. It has established good cooperative relations with the University of the West of Scotland in the United Kingdom, the Université Grenoble Alpes in France, the Aalborg University in Denmark, the National Institute of Marine Engineering in Italy, the University of Cape Town in South Africa, and Northeast Electric Power University, Jilin University, Northeast Normal University, Changchun University of Technology, the Electric Power Research Institute of Jilin Electric Power Co., Ltd., the National and Local Joint Engineering Laboratory of Power System Safety Operation and Energy-saving Technology, and other domestic scientific research institutes. The research center have promoted substantive cooperation and made significant progresses in talent training, scientific research cooperation, technical support, expert exchanges and visits and other aspects.
